Precedent & Historical Rationale

Fulfillment of Regional Aspirations and Statehood Demands:

By the late 20th century, the southern tribal-majority districts of Bihar had witnessed decades of sustained regional activism and social movements demanding a separate state due to perceived economic neglect, uneven development, and a distinct cultural identity.

Prior to this enactment, the unified State of Bihar administered the entire territory, but structural disparities prompted the imperative for administrative decentralization and the creation of a separate state to fulfill democratic aspirations.

Creation of the State of Jharkhand:

The legislative intent centered on carving out the new mineral-rich State of Jharkhand from 18 southern districts of Bihar, providing a legal framework for the division of assets and liabilities, distribution of legislative seats, establishment of a separate High Court, and the administrative reorganization of public services.
