Precedent & Statutory Rationale

1. Decades of Institutional Advocacy and Lapsed Bills:

o The concept of an anti-corruption ombudsman (Lokpal at the Centre and Lokayukta in the States) was first proposed in Parliament in 1968, followed by multiple attempts across decades (in 1971, 1977, 1985, 1989, 1996, 1998, and 2001) that repeatedly lapsed due to the dissolution of successive Lok Sabhas.

2. The Anti-Corruption Movement and International Commitments:

o The legislative momentum culminated following widespread national public protests against institutional corruption. Simultaneously, the legislation aligned India's domestic framework with its obligations under the United Nations Convention against Corruption (UNCAC) to establish transparent investigative bodies for public functionaries.
