Precedent & Historical Rationale

Fulfillment of Regional Aspirations and Balanced Development:

By the late 20th century, the eastern and southeastern tribal-dominated regions of Madhya Pradesh experienced sustained regional movements and demands for statehood due to administrative remoteness, developmental backlog, and distinct cultural traits.

Prior to this enactment, the undivided State of Madhya Pradesh administered the entire territory, but its vast geographical expanse created administrative challenges that hindered localized governance and equitable resource distribution.

Creation of the State of Chhattisgarh:

The legislative intent centered on carving out the new mineral-rich State of Chhattisgarh from 16 eastern and southern districts of Madhya Pradesh, providing a statutory foundation for administrative decentralization, allocation of legislative seats, division of assets and liabilities, and financial distribution.
