Precedent & Historical Rationale

Acute Shortage of Long-Term Housing Finance:

During the formulation of the Seventh Five Year Plan (1985–1990), a dedicated Sub-Group on Housing Finance identified the severe non-availability of long-term finance for individual households as a major structural bottleneck hampering national development and urban/rural housing growth. To resolve this, a High-Level Group under the chairmanship of Dr. C. Rangarajan recommended the establishment of a specialized, apex-level financial institution.

Establishment of an Apex Housing Bank:

Announced during the Union Budget of 1987–88, the government sought to create a statutory body to promote, develop, and support local and regional housing finance institutions. The National Housing Bank Act, 1987 was consequently enacted to establish the National Housing Bank (NHB) as an autonomous apex institution—initially owned wholly by the Reserve Bank of India before its equity was transferred fully to the Government of India—to expand housing credit availability, reduce accessibility hurdles, and regulate housing finance companies (HFCs). (Note: Regulatory oversight powers over HFCs were subsequently transitioned via statutory amendments to the Reserve Bank of India under the Finance Act, 2019).

Formulation:

Drafted by the Ministry of Finance to provide a statutory framework for incorporating the National Housing Bank, defining its capital structure, board governance, specialized funds, and supervisory powers over housing finance entities.
