Precedent & Historical Rationale

● M. Narasimham Working Group Recommendations (1975) - Enacted based on the recommendations of the Working Group on Rural Credit appointed by the Central Government in July 1975 under the chairmanship of M. Narasimham. The group identified a critical credit gap in the rural economy that commercial banks and cooperative credit societies were unable to bridge.

● Institutional Rural Credit & Financial Inclusion - Formulated to create a specialized hybrid banking institution combining the local familiarity and low-cost structure of cooperatives with the modern business organization, commercial discipline, and resource base of commercial banks. Its primary objective was to expand institutional credit to small and marginal farmers, agricultural laborers, artisans, and small entrepreneurs in rural areas.

Parliamentary Trajectory & Enactment

● Formulation - Introduced by the Ministry of Finance to replace the Regional Rural Banks Ordinance, 1975 (Ordinance 13 of 1975) promulgated by the President on September 26, 1975, which had established the first five Regional Rural Banks (RRBs) across the country (including Prathama Bank in Moradabad, Uttar Pradesh).

● Parliamentary Passage - Debated and passed by both Houses of Parliament (Fifth Lok Sabha and Rajya Sabha) during the early budget session in January–February 1976.
